This infographic represents the headline unemployment rate, but it is not a true picture of joblessness in the District of Columbia. For a better understanding of the true scope of the unemployment and underemployment problem in DC, you have to look at the U6 unemployment rate. The headline rate represents the number of people who are currently unemployed and actively looking for a job. The U6 rate adds in the group of people who are involuntarily working part-time (because they can’t find full-time work), and the people who have given up looking for a job altogether. Unfortunately neither the District, nor the Bureau of Labor Statistics break this down by ward. Our best guess is that the true unemployment/underemployment rate in the predominately African-American parts of the Distrtict is in the 35%-45% range.
